FY2025 HUD CoC Builds NJ-504 Competition Announcement

Dear Community Partners:

The County of Essex, through the Division of Community Action, as the Collaborative Applicant for the NJ-504 Newark/Essex County CEAS (Comprehensive Emergency Assistance System)/ Continuum of Care (CEAS/CoC) Committee is seeking applications from organizations for funding in the FY2025 U. S. Department of Housing and Urban Development Continuum of Care Builds Competition.

The Essex County CEAS/CoC Committee is the planning body for the NJ-504 Newark/Essex County Continuum of Care and includes all the municipalities in the County. Therefore, as the Collaborative Applicant will be evaluating, selecting and submitting the project to the U.S Dept of HUD. Please note, the application deadline is Friday, June 6, 2025 @12pm EST. After completing applications, submit in the eSNAPS system, and email the PDF export to Ms. Jessica Torres at jtorres@communityaction.essexcountynj.org.  

Applicants should be aware that this is a new source of funding of approximately $75,000,000 is available through this NOFO nationwide. HUD expects to make approximately 8 awards from the funds available under this NOFO. It is imperative that organizations be familiarized with the requirements of this NOFO prior to submitting applications. Funding Available. The Newark/Essex County CoC is eligible to submit applications through this NOFO process for an estimated $9,000,000 (pending release of HUD final ARD report) in funding. Funds can be used for:

  • Capital costs for new construction, acquisition or rehabilitation of new PSH units
  • May includes costs associated with the ongoing PSH project which could include rental assistance, supportive services, operating – these costs may not exceed 20% of the project budget
  • Administrative costs of no more than 10% of the requested amount

Eligible Applicants. Eligible project applicants include nonprofit organizations, states, local governments and public housing agencies.

Key Considerations. For projects to be competitive nationally, the Newark/Essex CoC is looking for projects that:

  • Can document leveraging of at least 50% of the amount being requested in funding or have a commitment of vouchers to support 25% of the units that are part of this project
  • Can demonstrate site control of the proposed project (or can show that site control will be obtained before signing a grant agreement)
  • The project must be able to be completed by 9/30/2029
  • The project must also show that residents will be connected to supportive services including connection to healthcare and that the project is located near transportation or local services
  • The proposed project must be located within Essex County
