Dear Community Partners,
The County of Essex, through the Division of Community Action, as the Collaborative Applicant for the NJ-504 Newark/Essex County CEAS (Comprehensive Emergency Assistance System) / Continuum of Care (CEAS/CoC) Committee, is seeking applications from organizations for funding under the FY 2025 HUD Continuum of Care (CoC) Competition and Youth Homeless Demonstration Program (YHDP) Grants NOFO — Funding Opportunity Number FR-6900-N-25.
This annual competition provides critical resources that support communitywide efforts to end homelessness, expand permanent housing solutions, enhance system performance, improve youth-specific housing and services, and support survivors of domestic violence, dating violence, sexual assault, and stalking.

Funding Opportunity Overview
- Approximately $3.918 billion is available nationwide through the FY 2025 CoC Program Competition.
- Eligible funding includes:
- Renewal projects
- New CoC Bonus and DV Bonus projects
- Reallocation and expansion projects
- YHDP renewal and replacement projects
- HMIS
- HUD places emphasis on improving system performance, expanding permanent housing, reducing youth homelessness, and supporting equitable access to services.
Eligible Applicants
Eligible applicants include:
- 501(c)(3) nonprofit organizations
- States and units of local government
- Public housing agencies
- Federally recognized tribes and Tribally Designated Housing Entities (TDHEs)
- Native American tribal organizations
For-profit organizations are not eligible.
Key Requirements
- Applicants must comply with the McKinney-Vento Homeless Assistance Act and the CoC Program Interim Rule (24 CFR Part 578).
- A 25% match is required for all eligible budget categories except leasing.
- Eligible project components include: PSH, RRH, Joint TH–RRH, TH, SSO (including CE and Outreach), YHDP components, and HMIS.
- YHDP-funded projects must demonstrate youth-centered, trauma-informed, low-barrier design.
- SAM.gov and eSNAPS accounts must be active and current.

- Begin preparing narratives, budgets, match documentation, and required attachments early.
