2026 ESG Shelter Support RFP

Funding Information

Eligible Applicants

  • Government entities
  • Nonprofit organizations

Target Populations

Projects must serve individuals experiencing homelessness, including:

  • Individuals and families
  • Youth ages 18–21, including aging-out youth
  • Individuals with serious mental illness
  • Survivors of domestic violence
  • Veterans
  • Persons living with HIV/AIDS
  • Individuals exiting jail or prison
  • Individuals with alcohol and/or substance use disorders

Allowable Costs

Funding may be used for:

  • Major rehabilitation or renovation of emergency shelters or transitional housing facilities serving:
    • Domestic violence survivors
    • Aging-out youth
  • Purchase of equipment and furnishings that directly benefit shelter residents
  • Purchase of new vans (minimum 8-passenger capacity)
  • Creation of new emergency shelter beds, where need is demonstrated

Purpose of the Grant

The Shelter Support Program (SSP) is intended to:

  1. Address life and safety issues in emergency shelters and transitional housing facilities
  2. Improve living conditions through equipment, furnishings, and facility upgrades
  3. Correct code violations and enhance safety
  4. Create new emergency shelter beds where gaps exist

Priority will be given to projects that demonstrate clear improvements to safety, code compliance, and resident well-being.
